Nava Kerala Sadas: Democratizing Governance Through Public Deliberation

A Transformative Public Outreach Initiative

The Nava Kerala Sadas (NKS) was a pioneering governance campaign launched by the Government of Kerala to strengthen social accountability and democratize policymaking through direct public engagement. Nava Kerala Sadas was a continuum of ‘Karuthalum Kaithangum’, the massive public grievance redressal campaign at the sub-district level proclaimed on 16.03.2023 as per the cabinet decision. (G.O(Rt)No.1219/2023/GAD dated 16.03.2023). The Nava Kerala Sadas initiative:

• Covered all 140 constituencies with month-long public deliberations.
• Featured the entire state cabinet, led by Chief Minister Pinarayi Vijayan, in direct dialogue with citizens.
• Integrated grievance redressal, policy feedback, and participatory planning into governance.
